Ten weeks (yes?) isn't really long enough to chill tulips, except species tulips. If you plant them out now then you might get poor flowering or short flower stalks. They might be OK, but they might not. Give them another couple of weeks and then plant. Ideally you would chill for 14 weeks, but you really want them in the ground in January.

Have you tried tulips naturally in the ground? You might just about be cold enough at the edge of zone 7. Or maybe your dry soil and strong sun just keeps the ground too warm. Should be worth a try with species tulips.

My tulips were chilled from early September till planting December 7. Those I dug and saved from last year are now 2 inches high. New bulbs, planted this year are just breaking the ground. I buy 200 new bulbs each year packaged 50 to the bag for less than $10 per bag. About 50% will be large enough to save for a second or third year. They all range in height between 27 and 31 inches. This is not typically an issue. The tulips have been in the fridge since Oct 10th. Some have already been planted last week. January is usually our coldest month with the last hard freeze in late Feb or even mid March. Hopefully the tulips already planted will do well. Guess I'll wait to plant the remainder.

Species tulips do fine here. They have repeated 2 years on their own in the ground.

I do know that this is not the best situation in TX for tulips but we do love them so and they are worth the trouble to us.
