Planting perennials over bulbs

Please explain something to me that I don't quite understand.

I'm looking for something to plant in the area that I'm planning to plant bulbs in the fall - I want a perennial to prevent erosion when the bulbs aren't in bloom, and of course to disguise any dying foliage from the bulbs.

I'm considering European or Canadian Ginger, Perennial Forget-Me-Nots (myosotis), and hardy plumbago (ceratostigma plumbaginoides). This area is at the base of a small ornamental tree in full sun.

So if I plant my perennials now, do I have to dig these up in the fall to plant my bulbs, and then replant them over the bulbs? Or, am I simply wedging the bulbs where I can between these perennials? I'm new to bulbs so please explain this to me.
