Growing Narcissus on California Central Coast

I am having difficulty getting narcissus to bloom here in my little garden patch two blocks from the beach in Santa Cruz. Part of the problem may be that I water that patch during the summer, when the bulbs are dormant, because I have other flowers there. To prevent that, I put them in the refrigerator last summer. Then I took them out in January or thereabouts and the roots were pretty dried up. I put them in pots with regular potting soil and placed them along the cyclone fence line. We had months of rain, rain, rain, and most of them have rotted or gotten bulb mites. A few are in stasis and a few are growing, finally. I'd like to know an organic way to get rid of the mites on the still somewhat healthy-looking bulbs that have mites, and some good advice on how to get the survivors to bloom. Thanks.
