Mulch and trimming questions

Hello!

I am fairly new to gardening, and am enjoying bulbs the most, but I have some newbie questions. First, Can I cut down the plants that have already bloomed and that look all frizzled now? I seem to think they need to go through the whole cycle to be able to flower next year. Someone on a forum mentioned putting rubber bands around them. What is the purpose of that? Second, I want to mulch my bulbs, and I know it's good for them, but will the summer bulbs that I just planted be able to poke through? I know it keeps the weeds away, but will it keep the good stuff from growing to?
