I heard some time ago that his jacket was brown until he got connected with coke, as in the makers of drinks, rather than as companies that make a gray product by de-gassing some kinds of coal by using limited heat, the coke that's often used in steel-making. (there's a "naughty" fact about this statute). Because there's a section of the statue that's shiny and without the patina of tarnish that covers the rest of it, I'll guess that rubbing that spot where it's shiny for that reason is thought to give good luck or have some other alleged consequence. (Probably an unintended typo but a statute is another word for a law section) Edit for PS, many males (especially young adults and younger) would see that practice not as being naughty but rather as being opportunistic.
