Mulch and ticks

Every year I buy cedar mulch for all my beds near the house because I hear they repel insects due to the aroma of cedar oil and my wife absolutely cannot stand any bugs and it also repels ticks I believe. Question is, do regular hardwood mulch attract that many more bugs than cedar mulch? I don't mind bugs at all but do not want any ticks for sure. Cedar mulch is 2x more expensive than hardwood mulch and I end up spending $500+ every year on cedar mulch and I really could save up using cheaper mulch but was wondering on the tick factor. I don't plan on treating my yard for ticks as that would defeat the purpose of saving up. I can't use pine bark or anything similar because my property gets flooded sometimes. Do any of you have tick problems in your garden and how do you deal with it?
