seeking water impermeable barrier

I have a sloping driveway, and at the bottom of that slope there is a converted garage, with siding over wood framing. In high rains, water tends to pool up against that wall, and soak through. So I need a barrier. I could just set some mortar down, and make a low wall with bricks or concrete block, but I understand that mortar is actually somewhat water permeable, so it might not be an effective barrier against seepage. Another possibility might be to bond tile to that siding, but I would still have to trust the grout to keep water out, though I suppose I could put a bead of epoxy caulk along the bottom edge. I guess I could just pour a concrete barrier on top of the driveway where it meets the siding. What are my best options for diverting that water?
