Tips of blackberries vines shriveling up

I posted this in the past but to long ago to find. The tips of my blackberries are mostly shrilbing up - it is a type of fly, bee or wasp, I just cannot remember the name right now. They lay eggs/maggots get into the stems and work there way down. I get it every year and cannot find any solution? I cut tips off below dying part, does no good. They pretty much kill blackberries as fast as they grow. I never see them so no way to stop them.
