Sous Vide Problem (new to me)

I had a 1 pound package of peeled and deveined shrimp in the freezer. I had frozen them in a single layer in a Food Saver bag. When I put them in the water with sous vide circulator, they floated. Okay, bag must have gotten air into it. I took them out of the water and resealed the bag. Threw the bag back in the water. They floated again! I, of course, cannot guarantee that the bag has no air in it, but it sure does look like there is no air. The bag is tightly molded around the shrimp.

My fix was to clamp a spoon onto the bottom of the bag. The top still wanted to float. So, I clamped a spoon onto the top of the bag. The whole thing is now submerged.

Is there any explanation for what is causing a bag of shrimp to float if there isn’t air in the bag?
