I'm not about to say that it's a goner, but it was overpotted when it was put in that pot and got too much wet soil for too long. That, combined with (perhaps) too little light, not enough warmth/air movement has brought it thus. Depot it and give us a picture of the poor wee thing sans soil - there appears to be life yet. Most Echeverias, which hail primarily from Mexico (there there is one in Texas, throughout Central America, IIRC, into South America), are full-sun plants and don't like it when they don't get what they want.

Agree with Jeffrey - too big of a pot, too much very wet soil. You can see it well on pertlite - it is turning yellow from too much water. I would take it out immediately, cut off inflo & clean all dead stuff off. Prepare fast draining mix & smaller pot with drainage holes. Pot it up & hope it will come back. Keep dry for few days...I think full morning sun is good.

The soil around the roots should be taken off. Shake it off, & tease rest off with help of chopstick. Cut off any damaged roots (dry, rotting & cut clean broken). Let dry out for a while (how long depends on how wet it is), & callus the cuts. Pot up...

I would cur it as close as it grows from stem as possiblle. You can keep flowers in the vase if not all spent - I did that with Echeveria blooms before...
