A letter claiming to be from a collection agency owing $1600 to ATT?

A friend was just telling me she got this letter in the mail that is supposedly from a collection agency that claims she owes $1600 from a delinquent ATT account. This person doesn't have ATT anything and never has. My inclination is that the letter is a scam hoping she will pay them or call and give them information that they can use to get into accounts, similar to an email scam. She said she called ATT and they told her she has an account and there was an amount of $1600. I wonder if she called ATT or the number they gave her hoping she would call and give them information which she actually did! UGH! I asked her how she obtained this phone number she called but haven't heard back yet. Have any of you heard of this ATT bill collector scam? I'm assuming this is most likely a very clever scam!? My experience with ATT is that they won't give out information over the phone unless you can prove who you are with their pin number you have to set up.
