The way the guy is sitting, it looks like there are 2 people on the scooter. His legs look like a leg and torso, with the helmet on the handlebars looking like it could be someone's head. His bare knee looks like shoulders and an arm.

There are 2 persons and only one leg showing, and who belongs to that leg? Also, you can see under the scooter and see no feet on the ground. Stuff does not natch up. Maybe a torso was photo-shopped in.

Yes, there is only a guy in shorts. His left foot is up on the seat and his knee is by the helmet making it look like there's a girl in front of him.
