Silicone Caulk failed

Hello, a professional repairman installed a new sink, and it leaked a lot. So they returned and applied clear Silicone Caulk to the exterior edges. Then it still leaked some, so he again returned and applied a lot more clear Silicone Caulk to the exterior edges and faucet base. Now there is caulk that very easily comes off with the slightest pull of my finger. This looks like a bad fix for a kitchen. What went wrong, and how do we fix this? I am a total home repair novice, please do not assume I know anything. Thank you.
