Thanks all. Wife doesn't mind the can lights and we have 2, so that's probably the cheapest way to go. I'll wire in an outlet in the closet, should we need to add LED or task lighting later.

I assume the hatch to attic in the closet means you have access for ease of mounting. And that the hatch also makes it so you can't mount in center. How about some LED linear lights? They mimic the old style fluorescent, but have much better look and last a long time. With LED you can also choose a lower color temperature than traditional fluorescents. I prefer 2700k-3000k indoors, but think you will want ~3000k in a closet, maybe slightly higher color temperature. Also, you can try to get better CRI so that your clothes, etc look better when putting things together. Maybe you can use one on each side of the hatch? I think two light fixtures are perfect for a closet. I have two in mine and our closets are similar sizes. I have them on dimmers so I can control the intensity of the lights. I have recessed light but would recommend the newer LED thin recessed light fixtures. I have these in my hallway from Lotus LED. They come in different sizes and configurations. They run $60- $80 each. Very easy to install. Good luck!

It depends what you put on the tracks. The track itself isn't a problem. Regular track light heads are not pendants. You can get pendant adapters for track lights, but they're pretty uncommon in residential use. As you understand pendants are not allowed in clothes closets (a pendant connects the luminaire to the structure with a cord). Most track light heads have open or partially enclosed bulbs. If these bear incandescent bulbs (including halogen), they may not be used in clothes closets. If the BULB is fully enclosed or it is not-incandescent (LED or perhaps CF), then it is allowed.
