As both an electrician and a also having just gone through a new service in our new home u can offer a little info. You can mount your meter on a pedestal if you don't want to put on your house but the location will have to be approved by utility company. Doing so has both pros and cons, you will be responsible for the cost of both labor and materials to construct the pedestal, you should also install a main disconnect that would allow you to break power from the pedestal to your main panel inside (which also has a main shutoff). As an extra bonus you could install a transfer switch at the pedestal that would allow you to safely plug in a generator during a power outage, chain the generator to the pedestal and enjoy a quieter experience because the generator isn't right outside your window. The last consideration is that you will be responsible for any of the cost associated with the underground conduit and wire between the pedestal and the house, depending on how far away from the utility company connection you may also have to incur additional cost for wiring and conduit. btharmy, so far, is the only person who's pointed out the very first thing that comes to my mind. The siding guys broke it. The siding guys need to fix it, or pay someone else to fix it. Unless, of course, "Breaking customer's electrical service" was part of the original description of the work to be done by the siding contractor! In my area, the homeowner (which ends up being an electrician in the majority of cases) has to _fix_ it, but the poco would quite likely be called to turn off the power first. Whether or not I'd try to straighten/re-secure this with the power on would be heavily dependent on just how bad it is and what condition everything's in... As well as how well I slept the night before. :P

Who's garage is it? Who's basement is it? The wiring is done how ever they want it done when built. Just because there is two meters does not mean the wiring was divided properly, but does imply that. Most houses with two meters I have dealt with (and that's a LOT) were not nearly split up 100% properly and legally. In my area one 60 watt light bulb on the wrong panel can bring the wrath of the utility.

First of all, those 3 prong adapters are garbage. They don't create a ground, so it's the same as if you snapped off the ground prong on the plug. ie. It creates an unsafe situation. The only tiny situation where they actually work is where the box that the receptacle is installed in is properly grounded but the receptacle itself isn't. And there's no reason that someone would ground one and not the other. Second, you don't have to actually use GFCIs at EVERY location on a circuit. You could replace the first receptacle on the circuit with a GFCI and connect the downstream wires to the "Load" side of the GFCI. Then everything downstream is protected. You can then replace all of the downstream 2 prong outlets with regular 3 prong outlets. As I noted above though, if there is no ground then technically you should stick the "No Equipment Ground" stickers on all of the receptacles. Or instead of replacing the first receptacle with a GFCI, you could replace the breaker with a GFCI breaker. But breakers are more expensive than receptacles. Third, as I noted above, the surge protectors may not work on circuits that aren't grounded. So those devices that you have plugged into non-grounded surge protectors probably aren't protected (even if it's a GFCI protected outlet). Is it worth rewiring the whole house? Maybe/maybe not. It might be worth while to rewire some of the more important circuits though. Bathrooms, kitchens, and any circuit that has modern equipment use. When you get quotes to replace those, it might be worth while to get quotes to replace everything to see what the difference might be.
