Comments (23)Mealy bug usually proliferates in leaf axils. From there, they can go on to colonize all over the plant, but we should be seeing "mother colonies" in the leaf and branchlet axils. What's more-and I started dealing with mealy bug as a greenhouse pest in the 1970s-mealy bug is almost always soft and squishy. The fact this is in Cali does suggest that it is at least possible this could be that insect group-mealy bugs are not found in the outdoors except in year-round warm areas-but the hardness or crustiness suggest this is something else. Comments (1)The photo isn't entirely clear, but seems to be lichen growing on the woody stems. This is harmless to the azalea.
