Question about Medicare Part D Drug Plans

I've changed drug plans often, and thought I was reasonably knowledgeable about them. But apparently not. The plan I have now is by Wellcare. I pay $12.90 per month, and $480 is the deductible. The deductible is described as the amount I have to pay before the insurance starts paying anything. All the other plans I looked at have this same deductible.


Is this something new, or have all the plans always had a deductible like this? I was sure my other Part D plans have paid something on a prescription, and I'm also sure I've never paid anything like $480 for prescriptions in a given year.


Looking at all the plans at medicare.gov/plan-compare, some are priced so high that I wonder who would possibly choose them. I'm thinking there must be a lot I don't know about Part D.
