Apparently a few bulbs where left in the ground last winter and are growing. However, they are covered in these tiny black winged creatures. Any clue what they are? I am in zone 6b of KY.

im not one to do much bug hunting this time of year.. the cold weather is soon to come .. and will take care of most things .. but maybe it is different in your area ...
that said.. knowledge is power.. so an ID never hurts ....

Black aphids LOVE onions, garlic, and leek leaves. All the alliums. They suck plant juices, and will eventually kill the plants. You can hose them off, but some pesticide will probably be needed. I believe Neem works. An oil spray - just vegetable oil, maybe suspended in dish soap solution, will probably kill them as well. It is alleged that a spray made of ground up onions and garlic will kill them too, but that doesn't make a lot of sense. Spraying them with the juice they're trying to eat.
They do mating in the fall, depositing eggs here and there. Those eggs will withstand incredibly cold temperatures, and hatch in the spring.
