noisy heater pipes in wall - who to call

I have forced hot water baseboard heat. The pipe to the master bedroom makes a loud groaning sound when it kicks in, and then fades. It sounds like the pipe is rubbing against some wood in the wall.

I have lathe and plaster walls so my initial thought was to call a plumber to open the wall (if needed) do whatever to fix the noise, and then hire a plasterer to fix the wall. Does this sound about right? Would a typical plumber be comfortable opening up a plaster wall?
