Non fruiting Carolina reaper plant 1 year old

Hi all! my carolina reaper plant is planted in the ground. It receives shade till about noon here in southern california. It gave plenty of fruits in its pot last year. This year early on i replanted it into the ground. It gets programmed sprinkler watering consistently. It has not fruited, its leaves are smaller than they should be, and look scrounged up. Theres no spider mites present, and i feed it every 2-3 months with slow release fertilizer. How can i nurse my plant to health so it can fruit this year and look beautiful as it did last year. Plant is about 18” tall.
