Cabinet Painter Used Wrong Color... Proper Way to Remedy?

Long long long story short, either the cabinet maker or the painter messed up and missed the very crucial "1" in the color of our cabinets. Instead of Benjamin Moore Mozart Blue 1665, we were delivered BM Gulf Shores 665...

They are going to repaint them but they are pushing back and saying only a "light sanding" is needed and no primer. That's not the proper way to do it right? I am a total novice here but I thought everything needed to be fully sanded and primer used, correct?


Please help me come at this from an educated standpoint so I don't get crappy or poor quality cabinets. Any tips are appreciated!
