Can I build a deck over exterior vents to create a front porch?

Hello! We are replacing siding and roof and I am longing for a real porch on our home. I'd like to build a porch with a composite material or wood with wood being preferred. With that said, our contractor won't put the porch on for us because he says we can't cover the vents and we can't move them up - basment is finished. The vents are basement guest bath (rarely used) dryer vent and power vent from gas water heater. Any suggestions?

There should have been concrete run to the house but they put gravel in its place. I assume because they had to. Am I stuck with this look? Our landscaper suggested putting some nice pavers there. She also removed the sidewalk and added a winding paver walk to the driveway that greatly enlarges the size of the planting bed in front of the house. That will help to conceal the ugly of the front of the house. You can see now that it is only about three feet wide and nothing really likes to grow there. Well, the hosta is happy. :)
