Certainly sounds like bermuda. That's why it is a weed to so many people. Since it is a grass and your grass is a grass, there are no specific killers for bermuda that do not affect your target grass. Basically you're screwed. The only way to get rid of the bermuda is to nuke the entire lawn...twice. If you do that now you might kill the bermuda and still have time to replant fescue. Bermuda LOVES fescue. Fescue is a thin plant except when it is at its very best. Bermuda loves to get in the thin spots and tangle around. As long as you live in zone 8 you should consider bermuda to be a constant. The best thing you can do is mow at your mower's absolute highest setting. Bermuda does not like ANY shade. Even the shade from tall grass can be too much for bermuda.

The best way I have found it to cut the weeds as short as possible, lay down cardboard spray with a little water and then cover with mulch. CB is a great weedblock and organic.4-5 layers of Newspapers also work for a area that is not badly infected.. I have used the CB on areas that have the grass you are talking about there are little bulbs on the root of the grass which keeps you from being able to pull it up it wil just continue to grow back so you have to smother it with the cardboard and mulch. That's why you don't do "dormant seeding". Someone came up with the idea of just throwing seed on the ground in the winter out of sheer laziness and called it "dormant seeding", so it sounds like a legit lawn care practice. It's not. Maybe on a pasture.
