My wintersown CA poppies are turning yellow.

My tall seedlings are turning yellow at the bottoms. We have had many rains and it is cooler than normal. I was wondering if I should give them any type of fertilizer. I have a houseplant 10-10-10, some dynagrow and the Miracle Grow regular 'ol blue stuff. Which one of these should I give to them. I know to feed weak but what one is the best to green them up? I was wondering if I can feed all my winter sown plants fertilizer once they have two sets of true leaves. I cant find where anyone talks about fertilizing wintersown plants. It is too cold for them to survive outside their jugs and some look like they need a boost. I can't make the sun come out so I was wondering if food would help them. The small tomatoes and tiny peppers are coming along. I think they too can use a little help.
