Replace glass or entire window - window commitment issues

We have aluminium windows from the 90s in our house. Several of the windows have foggy windows. We were told it's possible to just replace the windows. The window frames still work really well.
The advantages of this are mostly that they are cheaper as the new windows have thicker frames and we would have to pay almost double the cost of the replacement windows to get bronze colored windows so the house doesn't look cheap with the new energy efficient windows. If we just replaced the frames, we could avoid having to deal with the change in the look of our house as well.
I was wondering if anyone has any experience of doing this and if this can solve the issue of condensation on the glass (for at least 10 years). I just don't want to replace the windows and have the same problem in 2 years.
