Lumber Quality Issues — is Covid a legit excuse?

We are slogging through a home addition project in Western Maine. Early on, we had pine delivered from a local NH area distributor - several orders contained boards filled with burn marks and imperfections - many were sent back, and some were used in areas our builder thought wouldn’t “show”. More recently, we ordered large quantities of very expensive pre finished pine for our interior walls from a very large area distributor, and about 15% of the boards arrived cracked or broken. Beams from the same place arrived with burn marks and defects two times, and caused long delays waiting for replacement. Third time, still had defects that our builder then spent time sanding and trying to conceal. It’s hard to know what the story is, but we’re being charged huge “covid” premiums per square foot of material plus labor to deal with these things. Our builder says he thinks it’s workplace issues at the mills, overworked and underpaying during the pandemic. Is anyone else seeing this? What’s a fair resolution for us as homeowners when we’re paying time and material to handle broken or junk material, and then endure delays for replacement?
