1950s aluminum windows crashing down, possible fix?

Hello - I have 1950s aluminum windows and many of them no longer stay up (so we prop them up with sticks and hope for the best regarding our cats. :-> ) I have asked window repair people and searched for historic preservation / restoration in our area without luck. Any ideas for finding a professional or fixing it ourselves? When the window breaks there is a thick plastic that seems to crumble, so that seems to be key for the fix. Here is a link to photos below - there is a spring-loaded vertical sliding bar that is capped by plastic - it moved when the windows do and locks in place to keep it from falling when they are working. I put the green vertical line to show. I also include a photo of the broken plastic, but I cannot say whether or not the plastic is from the cap or from another part of the mechanism (I think it is the latter as the caps are intact for some of the broken windows).
