Is waterproofing a shared basement worth it?

I own a condo in a 2 unit building. The basement is shared. It’s large (approximately 1800 sq feet). We don’t have standing water down there but the humidity is off the charts. Clearly moisture is coming in through the walls and the only-partially-concrete floor. I’ve tried running a dehumidifier but bc the basement isn’t insulated, the dehumidifier freezes up (I live in New England). Because I live in the first floor unit, I can smell the mustiness from the basement. I’ve gotten waterproofing estimates which START at 41K. I tried putting my things in plastic bins down there to protect them from moisture, but when I took out my Christmas ornaments they were covered in a dusty mold. One the one had I think waterproofing the basement is a smart investment c it makes the area a viable storage area, but on the other hand, I’m not sure, because I don’t know a lot about this stuff. Any thoughts/suggestions?
