Hemming and hawing

This goes back at least to the 17th century. It’s an “echoic” phrase, meaning in this case that the words involved attempt to duplicate the sound made by a person who is stammering, especially when trying to stall for time because there is no clear answer ready. Under such circumstances, the first thing one does it to clear one’s throat (Ahem) and them one stammers a bit until inspiration arrives (that’s the hawing).
