Help! Switching the location of kitchen hardware.

I'm currently redoing my kitchen and we're getting close to the end and putting some of the finishing touches in. Our contractor recently installed the hardware for the kitchen cabinets (handles and knobs). When we came to the house to look at the work we noticed that he installed some of the hardware in incorrect locations (putting knobs where there should be handles and vice verca) and only put in one piece of hardware in a drawer when, due it's size, there should have been two. For example, in this picture, they installed one knob in 3-foot drawers:



When we spoke to the contractor about the incorrect placement of the hardware he told us that the holes have already been drilled so he won't be able to switch the locations of the hardware. Does anyone have any insight into this or know of a way to switch the location of hardware where the holes were already drilled into the cabinets?
