How to get rid of fuzzies on soft wood?

I want to stain and varnish a couple of IKEA small cabinets with drawers.
But I know from experience doing a previous one some years back, that the wood has fuzzies that do not sand out. I think it's bass wood or some similar soft wood. As you sand, more fuzzies come up.
I hope they are visible in the first photo.How can I prepare the wood to eliminate these?
I have sanding sealer and wood conditioner. I don't remember what I bought these for. Would either of these help?
Another question: the drawers fit too tightly. I will file a couple of obvious sticking places down. But I assume this means I can stain, but NOT varnish the runners or interior shelf they fit into. Right?
FWIW, stain will be oil based and varnish will be poly, rubbed on. Thanks.
