With some green still in the fronds I think your palm, and similarly damaged palms, have a good chance of surviving but you may not know for several more weeks. Trim off only the obviously dead fronds and give it some time. Assuming they survive, the next challenge for our palms will be getting them through another winter in their weakened state. A few years ago I had three waggies (T. wagnerianus) recover from similar damage, but they suffered badly the following winter even though it was warmer, and 2 of them died the following spring. (I'm pretty sure this winter finally did the sole survivor in, but who knows.)

Glad I could help. Windmill palms are often mislabled as european fan palms a.k.a. medditeranean fan palms because of the similar look to the leaves and even the trunk when young. Fortunately, if kept dry medditeranean fan palms are almost as cold tolerant as windmill palms and can take 15 degrees easily without damage or protection if kept dry. They also need warmth for a quick recovery unlike the windmill palm. Unfortunately they will rot if kept wet with temperatures consistantly dipping below 32. Without protection from wet cold rains medditeranean fan palms will only take 18 degrees before complete defoliation. Good luck with your possible medditeranean fan palm. GERMINATION OF TRACHYCARPUS SEEDS Trachycarpus are dioecious, which means that you need both a male tree and a female to get fertile seeds. Hybridization can easily occur when different species are in proximity. Seeds should be collected when they are mature. Green seeds usually give poor germination rates. Ripe seeds are typically black in color and fall from the blossom easily. Before attempting to germinate the seeds, clean off all the fruit from the inner seed. Scrub the seeds in water to remove remnants of fruit. If seeds were purchased, soaking them in clean water overnight is advisable. Pot up seeds in a well-draining germination mix. We utilize perlite and peat moss, usually at a ratio of three perlite to one peat moss. Place the seeds a bit under the surface of the mix. Water ever two to three days. You don't want to keep the seeds overly damp but also don't want them to desiccate from under-watering. Bottom heat or greenhouse germination is not needed unless your weather is cold. Germination of seeds can be challenging. Times to germination range from three to twelve months, depending on the species. An overall germination rate of 25% would be considered very good. Fresh seeds improve germination rates. Divide and pot up new seedlings when they reach the two to three leaf stage. For additional info click here

You could always order seeds and try to germinate those, if you don't want to do that, you could order live plants (that tends to be expensive), or you could go and buy the expensive plants. Other than that, I do not have any personal experience on a subject like this; sorry for any useless information. Another thing to try instead of Home Depot and Lowes, is just try to search up some palm nurseries near you, and hope you come up with something. Good luck! ~palmsandsnow
