Peel away 1 paint remover nightmare

I have had nothing but trouble with peel away. I spent $50 on the stripper to do one peeling built in shelf. Several weeks later and many hours of scraping, reapplying, wiping, spraying, rinsing, it's still not ready for painting. Every time I test the pH levels it's not in the right range for repainting. I'm at a loss. I used up all the citrilize neutralizer that came with it, and tried vinegar. I'm afraid if I just repaint I'll have another peeling disaster on my hands, but I've spent hours wiping down this small shelf and nothing has changed. Any tips? Has anyone else had this problem with peel away? The shelf has to be repainted because the wood is now discolored and fuzzing in places (probably from all the scraping and wiping). This stuff is not worth the time and money. I don't understand how it has such good reviews.
