How Improve 2 ac field w/Horses, blackland prairie, central TX Cheap??

We own a couple acres divided in half by fencing with a gate that creates two paddocks (?) where 2 horses are kept. Located in Zone 8b, they are Blackland Prairie clay fields Full of rocks, mesquite, and miscellaneous scrubby stuff. The horses are fed purchased hay.

We do not own any farming equipment just a really old tractor that has no farm tilling implements. We have a front loading bucket on it, some hay forks and a harrow (?) chain thing. With Fall in the air, I wold love to be able to throw out some cover crop seed in the field and have something grow that could improve the soil. However, wasting money is not appealing so, how do I do this smartly?

What has a chance of growing and not make the horses sick? The land seems to need nitrogen as mesquite is always wanting to grow....

How do I plant it without needing to purchase some kind of tilling equipment?

Can I do it in small sections? - I have more time than money.

What if I spread out the Free mulch I can obtain locally from the county and throw some seed in it? --Would it work?

Has anyone out here handled this type of situation?

Thanks for your input.
