Can I reseal tarpaper with rubber cement?

I've moved into a new apartment, and the backyard is tarpaper, soon to be covered with wooden tiles. The tarpaper is bubbling in a few places, most seriously in the attached photo. My landlord doesn't seem to think it's a big deal, so I proposed to fix the problem by cutting the tarpaper and then stretching it flat and staple gunning it back down. I don't care about the aesthetics, because it will all be covered in tiles.


My landlord is on-board with this plan, but he told me to also use rubber cement to secure the tarpaper after I've stretched it back down. Will this work? As the second attached photo shows, there's a layer of tarpaper followed by another similar layer and then a layer of foam. But my goal is just to stretch the tarpaper layer(s), not the foam.
