What are my options here? Ugly planter...(see 3 photos)

Meanwhile...near the back door, we've got four correa shrubs and a tall juniper. There's a drainage pipe in the bed to move rainwater away from the foundation. What would you do to beautify this bed? I originally thought I would start by removing all of the gravel, and replace it with mini fir bark mulch but my fear is that it would float when the bed fills up with rainwater and clog the drain pipe. So, should I just dump more gravel into the bed instead? It's so unattractive though. And the juniper is so dated...I'm in zone 10A. Any and all suggestions welcomed.
