AC issues, can't figure out issue

My AC is having some issues and I have done all the basics ( and a little more) to figure out what is wrong. It run but the temp drop is only a few degrees, not much cooling at all.


What is happening:

out at the condenser unit the pipe is freezing as is the compressors inside. The fan on the condenser unit run fine the entire time, it is not going on and off. The blower inside seems to be running fine. When I turn on just fan i can hear it running


What I tested:

I first tested that the drain line was not clocked and it is not

I then checked the capacitor on the condenser unit and it is fine. The fan comes on fine outside

I then checked the capacitor on the blower unit and it is fine. The fan come on fine inside

I then thought maybe my evaporator coils might be dirty. I removed the panel on my A coil and they are clean and it is not frozen.


Any other advice on what to check as to what this might be?
