Most of your issues will be with what the construction is. There is no way to move the toilet drain in your situation without either cutting into the floor or the ceiling underneath, and, depending on which way the joists run, where the line is running to, and the amount of space you have for the required slope, it may not even be possible to move the line to a new location (for example, when the sewer line runs perpendicular to the joist direction, there is a limit to how much you can notch the joists and still comply with code). As for the gas line, it's not the length that is the problem; it's how you will actually be able to route it through the structure. Since you are on the second floor, you could end up having to tear into walls/ceilings to route concealed gas piping.

Are floors wood or concrete? No matter what the construction it is probably doable, all it takes is $. AND permits will be required as will condo approval. In many condos utilities run through occupied private space rather than stacked chases/utility closets in public space as in multi-story commercial structures. That can complicate thing$.

I'd talk to the homeowners association first. That kind of work with structural consequences may or may not be allowed.

Then call pros. These are construction and HOA issues, not interior design ones.

The diagram is useless. Do you own the rooms below and have access to the plumbing in the basement or crawl space? If you do not own rooms under you, forget it.

Your proposals are complicated by being on the second floor. Running a gas line to a new location is much easier if there is a basement or crawl space under the floor. The direction that the joists run under the 2nd floor limits what you can do with the gas line.

The toilet is a whole different matter. It requires a connection to the sanitation drain and probably needs a minimum of a 3 inch drain. Also, the horizontal run should be limited and have a down slope. A water supply line is needed. A lavatory usually is associated with a toilet; you do plan to wash your hands afterward, don't you? Again, the joist direction dictates what you can do.

Drains and water lines to a second floor are placed in the walls during construction of the building. Its a major job to change this later. Its best if you can make use of existing water lines and drains.

Before you go farther, call in a licensed contractor for a consult and job planning. You may find it best to work with what you got. You may find the cost is not worth the effort.

You will need a building permit and inspections during and after installation before the pipes are hidden. The work must be done under the direction of a licensed plumber, else it will not pass inspection.

Do you need the blessing of the Condo Association? There's probably a governing body that controls what can and can not be done to a unit. Check on this before you continue.
