Separating intergrown black eyed susan and hardy hibiscus?

I have a black eyed Susan that is growing into and surrounding a hardy hibiscus (Luna Red).

I’d like to remove a section of the black eyed Susan to transplant. Ideally to give the hibiscus some breathing room too. Are the roots of hibiscus easily damaged? It has not emerged yet. It’s normally very slow to wake up.

If I soak it and carefully tease out the black eyed susan would that work? Or will I need to dig up both of them to get it out? Thanks. I am guessing that the black eyed susan is pretty much bulletproof: but I am not so sure about the hibiscus. It’s a pretty old plant but I think the competition has not helped it.

Thanks.
