Two Tanks Holding Water for No Apparent Reason

I have two in ground plastic tanks that are full of water. The smaller diameter tank holds water to a depth of about three feet...the larger diameter tank to about a two foot depth (using a stick to measure depth). They are a great place for breeding mosquitos. I want to get rid of them unless they have a purpose. I have a septic but can't believe they have anything to do with that. They are about 75 feet from the house. The two tanks are about four feet apart. They may be connected under ground because the stick hits something when I feel around the inside circumference. I dug down about two feel next to the smaller diameter tank. I was ready to drill a hole into it to drain the water but figured I'd wait in case someone knows what they may be for. In advance, thank you for any insights.
