Garage Entry Basement

We are buying a side to side split home that has a finished basement. However, the only basement entrance is through the garage. Basically, when you open the door from the house into the garage, you go down a few steps to the floor of the garage and make a 180 turn to the door leading down to the basement. When there is a car in the garage, the basement door cannot open all the way (you can still enter the basement comfortably, just can’t open the door all the way).

My questions to you are:
Would it be possible to make an interior entrance to the basement by either enclosing the garage stairs and basement entrance or by cutting into the home?

Has anyone here made an interior entrance from a garage entrance basement? How did you do it?
