Best way to amend poor soil under existing zoysia lawn

Last year we hired a landscape company to install a zoysia lawn at our new house, and have since discovered that they didn't amend the underlying soil well and laid much of the sod over road-base that was left over from construction.


The first attempt to begin improving involved hours aerating with an impact driver fixed with a long 1/2" bit, and then spreading concentrated compost/humates, topped with composted soil blend. Fast forward 5 months and the lawn still looks compacted and struggling. Granted, dormancy is probably a factor, but I feel like it looks worse than it should for this time of year.


Any advice on how to better go about improving the underlying road base, without pulling it all up? Technique and or product?
