Use bifold shutters on the two windows if you’re determined to add them. I don’t think you should add them, though.

If the top picture is your house, it looks like only the far left window has room for shutters, which might look a bit odd. IMO you should improve curb appeal with some interesting landscaping

Yes, add shutters (appropriately sized) to the left window, None on the porch windows.

Then landscape as suggested above.

I would paint your porch railings white or back, not that combination of black and white.

And if you really wanted to get ambitious, I make your pathway enter the porch in front

of the front door and move that piece of railing to the existing entrance.

I wouldn't do the shutters but spend your money on other things. Keep the current pale yellow paint, which harmonizes well with your roof. Paint your front door blue unless the door is a nice new wood door. Paint the trim around your windows blue along with a window box on the left side to draw the eye in that direction. Extend your garden beds out and add foundation plants on the left if you don't do the window box. Beef up your porch pillars. Add a lovely new blue bench on your porch.

The main thing is to spiff up the paint job on the house and trim. After that, save up for a new walkway and landscaping. A red brick/paver walkway would echo your red roof. These investments--paint, landscaping, walkway-- would do much more for your home than shutters, which are just a bandaid approach.
