Sorry I don't know the plant but I think it is real pretty.

I'm not sure if it's the lighting or not but it looks like it may be getting a bit too much water. The leaves may be displaying signs of oedema or edema (whatever you want to call it). Again, it could just be the lighting though.

Rhapsis palm perhaps? I can't find my glasses this morning!! LOL!

It's a juniper. There are many groundcover forms so can't confirm a species or cultivar. But all junipers require pretty much the same growing conditions - good drainage, plenty of sun and only enough water to get the plant established. Junipers tend to be very drought tolerant once established.
