To paint or strip wood trim

Bought a house that was built in 1969. A mix of knotty pine walls and plaster walls. Most of the trim has been painted It is chipping off in several areas and can pretty easily be scraped with my fingernail. I removed one piece of window trim ( nailed in with 2 and 1/2 framing nails.) and tried to strip the cheap paint with citrus strip. After three attempts including wrapping in plastic wrap I still cannot get all the paint Off, and it appears there is a layer of varnish as well. The trim is about 5 inches wide and a slight curve from top to bottom edge. The wood is not special, it is not particularly pretty but unsure what kind it is. Def not oak or pine. It’s pretty hard, a medium shade of tannish brown with very little variation in color. So, I think I will repaint it white/cream but how do I prep it for re painting. Strip? Sand? Heat gun? Any ideas?
