Redoing walls. Exterior or interior first?

I live in a house that was built in the 1900s. The walls need redone inside and out. We looked under the vinyl on the outside and it looks like it's very possibly just the original wood, or at least some old wood siding. We didnt see any weather wrap under it. The house is extremely drafty and where we live in the winter that's a problem. Last winter sucked and this one wont be any better.
When it warms up I want to finally start making repairs but I dont know if we should start on the exterior and get the proper wrap and better siding on, or maybe start tearing out the plaster and lath on the inside and start insulating and recalling the interior. I think the only insulation left in the walls is old and settled blow in insulation so it's not really doing its job anymore.
Should we wait for warmer weather and do the exterior first or would it be worth starting on the interior now? I'd like to cut the cold down as much as possible.
