Help savings my Sweet Tea Olives (Osmanthus Fragans)

Hi. I think something is eating them alive!

They get plenty of sun and water. They are well fertilized, but despite me using this granular insecticide, they look pretty unsightly.

I can see some things on the back of the leaves but don't know what they are and if they are the cause of the problem.

I pruned it back a few weeks ago and lots of new growth came through, but now it's looking dried out and brown.

All advice appreciated by this novice gardener.
