Help- purchased dead-ish peony perennial, can I plant it?

Hello from a total gardening newbie!

I am in love with peonies! I purchased a few roots at the store (Karl rosenfeild and bowl of beauty) and I also found a super sale perennial left in a container unsold since spring (30$ —> 5$) that just has a few stems and dried leaves. I can’t tell and don’t know if it looks infected or if it just got chopped down this way. I’m not sure if it is diseased/safe to plant near the other new roots. If it does look iffy, can I dig up roots and wash off to inspect and minimize spread?

TLDR: super sale perennial purchased. I have never planted peonies before. Does this look ok to plant? If so, dig root up or plop in ground as is?
