Slab on grade -- wedge anchors or Tapcon to secure sill plate?

User

A four foot section of sill plate (base plate) was rotten in the bathroom and needed to be removed and replaced. The wall in question is a non-load bearing wall that does not face the exterior of house.

This is on the first floor and the foundation is slab on grade. The slab is only about 3.5 or 4 inches thick. I have read to use wedge anchors to secure the new sill plate. However all the wedge anchors I've looked at call for at least 4 inches of penetration and that would blow through the other side of slab and allow for insect intrusion, etc.

My questions are:

1) Would it be okay to use 2 3/4 inch tapcons for this application?

2) If so, would you use an adhesive like Liquid Nails under the sill plate in addition to the Tapcons? I've read mixed reviews of securing the plate with adhesives.

3) I've used Tapcons before for jobs, with a regular drill and a masonry bit. But this time I bought a Hammer Drill to make things easier. But is it safe to use a hammer drill on a thin slab like this or is there a potential of blowing through and damaging the bottom side of slab?

Thanks!
