when is my compost ripe

slatted enclosure with hardward cloth on top of pallet for ventilation. about 4"x2" and 4"+ high. i gather leaves in the fall, no shredding, just rely on time. continual kitchen scraps all year make up a small percentage. Wet and turn periodically, sometimes add a little accelerator. As of today, there are still some wet uncomposted leaves sticking together, maybe 5-10%. The pile has cooled off completely after months of warmth. Still not yet soil-like but damp (well, it has rained some) and a little clingy. Is there any negative in spreading it now? Thanks for any help
